This happened Monday (9/10/2019) in front of town hall. The picture was posted on Facebook yesterday and the comment below was posted by former Town Council President John Flaherty. Let's hope the town aggressively enforces the law.
John's comment:

"I rarely post to FB these days, but this was brought to my attention so I thought I'd share some relevant facts that I'm very familiar with. In 2013 the N.S. Town Council unanimously passed a Resolution put forward by Councilor
Yazbak asking the State legislature to enact travel restrictions by semi tractor trailers in the immediate vicinity of Town Hall for this very reason. In 2014 the legislature passed and the Governor signed RIGL 31-25-27.8 (https://bit.ly/2lDOFKx) directing RIDOT to post signs prohibiting trucks with more than 4 axles from traveling on
Main St, North Main St, School St and Greene St within .3 miles of Town Hall. It seems that some of the signs are now missing. Enforcement is a local
police matter. I inquired about enforcement with the Administrator back in July when there was evidence that large trucks were jumping the new sidewalks and risking damage. The roads in the center of this village were not designed to accommodate such large trucks. And there remains adequate access for large trucks using alternate routes. Hope this now gets the enforcement that's warranted."
