Budget Hearing: Enrollment IS Tied to Aid & NGrid Revenue

Videos of the June 10, 2019 Budget Hearing have been uploaded to YouTube. There are nine videos for the 6-10-2019 Town Council meeting. The hearing itself begins at the 5 minute and 40 second marker of the video labeled “003 NORTH SMITHFIELD TOWN COUNCIL MEETING 6 10 2019” and ends at the 17 minute marker of tape 008.
If you watch the videos you will see there was a dispute between former Budget Committee member Mike Rapko and Council President Vadenais (in video 004). For the record, Mr. Rapko was correct about the depreciation issue regarding National Grid’s tangibles. I forwarded a copy of state law to Mr. Vadenais, the Town Administrator and Town Council members the next morning. In addition, a North Smithfield teacher who resides out of town, but was in attendance at the Public Hearing, made the claim that my statement regarding enrollment and state aid was incorrect. I verified my information the next day with an official from the RI Department of Education. The email reply I received, stated very clearly that a decline in enrollment will translate to a loss of aid.
