Kendall Dean & Bushee Plans

In November of 2016 after bids came in higher than budgeted for the renovation of #Kendall Dean (#KD) and the Municipal #Annex (the former #Bushee School) the Public Buildings Improvement Committee (#PBIC) which was overseeing the bond projects tried to convince the Town #Council to allow them to rebid the project with a modified scope of work. The outgoing Council voted against moving forward with a rebid at that time since it was their last meeting and they felt more detailed information was needed before deciding on the suggestion. The following month the newly elected Council refused to even allow the PBIC to present their proposal to rebid the project.
The projected total cost for the bond projects using the new PBIC bid specifications was $4,252,770. The cost of renovations to KD was projected to be $2,850,100 and cost for renovations of the Municipal Annex were projected to be $1,402,670. The re-bid proposal/specs were prepared by former #Finance Director Jason #Parmelee with the assistance of the former Project Manager and the #architect.
Immediately upon taking office in December of 2016 the current Town Council replaced the PBIC with the Municipal Building Review Task Force (#MBRTF). The MBRTF will be offering recommendations tomorrow night. Hopefully, before the Council votes on any new plan they will hold a public hearing to allow the public, and members of the former PBIC, the opportunity to weigh in on which proposal would best serve the Town’s needs.
Honestly, I don’t understand how anyone could decide which plan to move forward on without a public presentation of both plans. Since hundreds of thousands of dollars have already been spent on detailed engineering and construction plans for the PBIC’s proposed design it only makes sense to hear a presentation from the PBIC. It’s very possible the PBIC’s plan could save taxpayer dollars and is a better design. To rush forward without public presentations from both committees raises many red flags.
